By all measures, the per enrollee cap proposal in the BCRA falls short, beginning with the setting of the baseline. It would likely result in immediate cuts to state Medicaid programs, it is inadequate to meet the needs of a rapidly changing demographic, and it is likely to take away the ability of many states to make changes in their Medicaid policies.
