Six companies’ winter itineraries showcase savings and fewer crowds compared with summer travel

With its rich history, culture and natural beauty, Europe is a perennial favorite among travelers. Although throngs of tourists crowd its famous landmarks and cities in the peak summer months, there’s an often-overlooked alternative: the winter offseason. Demand for Europe’s cool low season is a hot trend.

Since 2023, the Avalon Waterways company has increased its offseason river cruises by 88 percent to keep up with demand. When Windstar Cruises redeployed a ship to the Mediterranean last winter, the itinerary proved so successful that the small-ship line offers more this season.

Visiting Europe during the off-peak period of late November through late March is a quieter, more authentic experience without the crowds and with shorter lines, when Europe can be awash in yuletide cheer and winter wonderland scenery (Christmas markets, anyone?). It’s “the chance to experience a more European Europe,” writes Rick Steves, founder and owner of Rick Steves’ Europe, on the website of his tour company. “We’re leading more tours in the off-season than ever.”

What’s more, it’s not as cold as you think. “Global warming is keeping the Mediterranean warm,” says Janet Bava, chief commercial officer for Windstar Cruises. “It’s a lot warmer,” though not as intense as the summer heat. “Especially in southern Europe where air-conditioning is not as common, older travelers will find that traveling in the winter is a more comfortable experience due to the milder temperatures in popular countries including Italy, Spain and Portugal,” says Melissa DaSilva, interim CEO of TTC Tour Brands, parent company of Trafalgar Tours. Trafalgar offers escorted tours worldwide.

As an antidote to the scourge of over-tourism, winter travel is more responsible and sustainable, alleviating the strain of high-season crowds on many destinations. Best of all, it offers savings over high season at a time especially suited to older travelers and retirees with more flexible schedules.

Just ask Geralyn Rock, 67, a retiree from Collingswood, New Jersey, who has taken five winter trips to Europe with Road Scholar, an educational tour company for travelers over 50. The company’s attractive prices were paramount, she says. Plus, “these places have mild weather.… It’s not crowded at all,” she says. “And you’re still contributing to the local economy that depends on tourism.” 

Europe is popular with older travelers. According to AARP’s 2024 Travel Trends survey, Europe topped the list of international destinations people 50-plus wanted to visit this year, with 41 percent choosing it.

From river and ocean cruises to guided, land-based tours, here are six companies that offer winter trips in Europe — often less expensive than summer travel. (All listed prices are per person, double occupancy, unless otherwise noted. They were accurate at time of publication.)

“The offseason presents milder temperatures, fewer crowds and generally better deals — including airfare,” says Pam Hoffee, president of Avalon Waterways. “And now cruisers — especially those with a flexible schedule and kids out of the house — are getting on board … to see Europe in a new light and a new season.” 

On a river cruise, winter presents the opportunity to enjoy Europe during the festive holiday season, she adds. Avalon’s Christmas cruises have been selling out year-over-year. The company plans 18 itineraries for 2025, more than ever before. Since 2019, Avalon has increased its festive season cruises by 118 percent.

Cost: Travelers can expect to save about 30 percent on Europe during the winter versus the height of summer, Hoffee says. The 48 Christmas cruises for 2024 and 2025 start at $2,149 for the six-day “Christmastime from Budapest to Vienna” in late November 2025.

“Enrollments in winter (November-March) Europe programs are currently 22 percent ahead of this time last year,” says Maeve Hartney, Road Scholar’s chief program officer. “The lower prices during the winter season make these programs an attractive option for budget-conscious participants.”

Road Scholar created its “Winter in” tour collection in late 2016 to accommodate the growing interest.

Cost: On average, offseason Europe programs are $1,037 less expensive than similar programs during the summer, a savings of about 23 percent, Hartney says. That’s about $41 per day that participants can save. The nine “Winter in Southern Europe” tours start at $1,699 for the eight-day “Winter in Spain: Andalusian Highlights” that runs from early November 2024 to late March 2025.

“We’ve seen lot of growth in interest in offseason winter bookings,” Bava says. “The avid traveler is looking for great value ... especially retirees.” Plus, “older travelers want to enjoy their trip but do it in a way that is easier” without the hassle of standing in line. Windstar offers six winter sailings in the Mediterranean, including the new “Europe’s Winter Riviera.”

Cost: The eight-day Venice-to-Rome “Winter Italy and the Dalmatian Coast” cruise starts at $2,699 in late January 2025 versus a similar sailing for $4,599 in June 2025. The other five winter itineraries start at $2,098 for the seven-day Barcelona-to-Rome “Europe’s Winter Riviera” on departures from late November 2024 through mid-February 2025.

“We’ve seen the most growth in January and February of 2025, compared to the same months in the previous year,” DaSilva says. Because of the increased demand, many of Trafalgar’s most popular European trips, such as “Best of Italy” and “Highlights of Spain and Portugal,” run year-round. Trafalgar added winter departures for 2025-2026 to a few itineraries, such as the “Colours of Sicily” tour, which runs December through March, DaSilva says.

Cost: The 13-day “Best of Italy” starts at $3,038 in January and February 2025 versus $4,523 to $4,748 in June and July 2025. The 13-day “Highlights of Spain and Portugal” starts at $2,606 in February 2025 compared with $3,308 in June 2025.

Cost: Among the top-selling excursions, the “Best of Venice, Florence & Rome in 10 Days Tour” starts at $2,995 in February 2025 compared with $3,295 to $3,795 in June and July 2025. Another bestseller, the “Best of Paris in 7 Days Tour” starts at $2,395 in February 2025 versus $2,795 in June and July 2025.

For the offseason in Europe, this educational tour company offers only winter-themed trips. “We have consistently seen excellent numbers with our ‘Holiday Markets [A Rhine River Cruise]’ and more recently ‘Northern Lights over Finland,’ ” which is already sold out for 2025, says Angela Ferragamo, vice president of marketing for Smithsonian Travel. “We will soon be introducing ‘Winter in Iceland.’ ”

Cost: The 11-day “Holiday Markets: A Rhine River Cruise” starts at $4,290 in December 2025, for both single and double occupancy. (All 2024 cruises are sold out.) The nine-day “Northern Lights Over Finland: Helsinki and Lapland” tour starts at $6,990 from January to March 2026.
